The recovery economy as machinery.

Every poverty economy has brokers.

These are not the poor.

These are the intermediaries.

The Business of Poverty runs on three invisible engines:

Crisis Compression

Disaster removes caution. Emergency suspends oversight. Speed replaces accountability.

Dependency Design

Programs are built to manage need—*not end it.*

Narrative Capture

Suffering becomes story inventory. Story becomes money.

The system does not fear chaos.

It **feeds** on it.


CHAPTER II

PUERTO RICO — PERMANENT RECOVERY

Rebuilding without rebuilding

After Maria, billions were approved.

But homes did not rise.

Contracts were issued.

Consultants were paid.

Audits were written.

Recovery became a maze where:

Federal agencies delayed

Contractors profited

Local offices stalled

Families waited

Disaster did not end.

It institutionalized.


CHAPTER III

PHILIPPINES — AID WITH CONDITIONS

Aid filtered through power.

Relief travels through political hands.

Not hungry hands.

Audit trails showed:

UNITED STATES — HOMELESSNESS AS BUSINESS

In America, homelessness is no longer a crisis.

Shelters stagnate.
